In the contract of participation will be precisely defined object of purchase, so buyers will become clear that it is residential premises in which it is impossible to be registered, and utility bills are greater
The Moscow authorities propose to oblige the developers that use the funds to citizens for construction of apartment, to contract equity (DDU) according to the Federal law on equity construction 214-FZ. It is reported TASS with reference to the press service of the Committee for the implementation of investment projects in construction and supervision of participatory construction (Moskomstroyinvest).
«All premises that are built with the involvement of citizens, whether it is apartments, Parking lots should be built and sold at the 214-FZ. Citizens will need to sign the PO, which precisely prescribes the object of purchase», — have informed Agency in the press-service.
In the case of apartments it will be clear that premises in which it is impossible to obtain a permanent record of the utilities are greater than in residential areas, nearby, as a rule, no social infrastructure — kindergartens, schools, polyclinics and other things, explained TASS.
On a plan of officials, if the apartment will be to build on the 214-FZ, the invested funds of citizens will be protected, registration of POS within the building will allow to avoid double sales, and city authorities will have an accurate statistics on the number of sold apartments.
In addition, the Moskomstroyinvest reiterated what has already been built apartment cannot claim the status of housing, despite the fact that their low price attracts buyers. «The cost of apartments below just because they are built as non-residential premises: first, the land plots with the permitted use that does not involve the construction of housing, much cheaper, and secondly, apartments are built with Samename other than housing, with lower levels of insolation and insulation. In addition, developers are not required to include in the project apartments, the social infrastructure, the cost of which usually affect the final price of the apartment,» — TASS quotes the official.
If in the future the law will define the apartment as a living space, as well as the parameters by which they should be built, and developers will be to comply with them, this segment of the real estate market will become more transparent and understandable. However, this, according to the source, can affect the price.
On the eve of Prime Minister Dmitry Medvedev, answering questions during the report before deputies of the state Duma, noted that it is necessary to create a regulatory framework for the construction of the apartments. The Prime Minister urged deputies to start working on this issue «in the framework of improvement of the housing legislation».
