Medvedev has proposed a solution to the problem of the hostels in residential buildings

To open hostels in residential buildings may require the consent of all tenants

The head of the government Dmitry Medvedev suggested that to open hostels in residential buildings will need to obtain the consent of all tenants. Such a statement he made during his speech at the plenary session of the state Duma, reports TASS.

Authorities are interested in increasing number of hotels, including budget, Medvedev said. However, the «absolutely unacceptable, when this kind of hotels are created on the fifth floor of a ten-house.» «It’s just a mess. And this should put a barrier mean special control,» — said Medvedev, responding to a question from deputies about the regulation of such kind of property.

As a solution to the problem the Prime Minister proposed, for example, legislation to establish that «hotels can only be created on the ground floor [apartment buildings] with separate entrance and exit as the store.» «Or, more difficult option, but I do not exclude it, — [set that you create] with the written consent of all residents who reside in the house. Now, if the owners are convinced that it is so necessary and important, and will have the consent, then, perhaps, it is also possible to go,» said Medvedev.

At the moment the state Duma a bill «On the prohibition of hostels». Amendments to the Housing code of the Russian Federation introduced to ban the use of premises as hotels, other means of temporary accommodation, as well as providing them the hotel services. The first reading in Parliament has already passed.
